Ekonomi Pengetahuan Hijau (Green Knowledge Economy)

Pembangunan berkelanjutan bertujuan untuk meningkatkan kesepakatan generasi masa kini tanpa mengabaikan generasi masa depan dalam memenuhi kebutuhan hidupnya. Konsep pembangunan berkelanjutan mengintegrasikan aspek – aspek seperti ekonomi, sosial, dan lingkungan sebagai kesatuan holistik. Dalam upaya mewujudkan konsep pembangunan berkelanjutan, perlu adanya integrasi antara Ekonomi Pengetahuan (Knowledge Economy) dan Ekonomi Hijau (Green Economy). Penggabungan dua konsep ini dapat menghasilkan paradigma baru berupa Ekonomi Pengetahuan Hijau (Green Knowledge Economy). Konsep dasarnya adalah melakukan upaya “penghijauan” terhadap konsep ekonomi yang sudah ada (eksisting) melalui produk dan proses inovasi dengan mengutamakan kesejahteraan yang berkeadilan (sosial inclusion), efisiensi penggunaan sumber daya alam dan pengolahan pencemaran lingkungan. Prinsip Eknomoni Pengetahuan Hijau antara lain : mempertahankan nilai guna, nilai intrinsik dan kualitas, mengikuti aliran alam, sampah (waste) menjadi bahan bagi proses lainnya, dan keanekaragaman serta kreativitas.

K-Economy Index (KEI) Indonesia 2012 / Indeks Ekonomi Berbasis Pengetahuan

World Bank telah mengembangkan suatu program Knowledge Assessment Methodology (KAM), dimana salah satu produknya adalah The Knowledge Economy Index (KEI) sebuah representatif indeks agregat yang menggambarkan posisi dan kesiapan suatu negara memasuki knowledge economy era. Indeks ini mengagregasi empat pilar knowledge ekonomi yaitu  :

  1. Economic Incentive and Institutional Regime (EIR), Kebijakan dan regulasi ekonomi dan industri untuk memicu pertumbuhan pengetahuan / teknologi baru serta entrepreneurship nasional.
  2. Education and Traininig, Lembaga pendidikan dan pelatihan berkualitas, 
  3. Innovation and Technological Adoption, Sistem inovasi industri/perusahaan berbasis riset yang unggul  dan terakhir, 
  4. Information and Communication Technologies (ICT) Infrastructure.Teknologi informasi dan komunikasi (ICT) untuk menfasilitasi pemrosesan serta penyebaran informasi/pengetahuan/komunikasi efektif. 


Ada 80 variabel lengkap yang digunakan oleh World Bank untuk mengukur performa suatu negara dalam konteks knowledge economy ini (disebut custom scorcard), namun yang umumnya dipakai untuk melihat posisi relatif suatu negara adalah 14 variabel mendasar dari empat pilar besar di atas (disebut basic scorcard). Seluruh variabel dan hasil penilaian bisa diakses secara online melalui website World Bank/KAM. Pembaca bisa mengkomparasi suatu negara dengan negara lain dan menampilkan performa knowledge economy index negaranya dalam bentuk bar chart, diamond chart dan spider chart.

14 variabe dari empat pilar knowledge economy itu  2 variabel diantaranya merupakan performance variabel dan 12 lainnya adalah knowledge variabels. Performance variabel itu adalah nilai average annual GDP Growth dan nilai Human Development Index (HDI) suatu negara. 


GDP merupakan salah satu gambaran yang memperlihatkan nilai produktivitas total dari suatu negara dalam menghasilkan nilai tambah dari seluruh sektor dan faktor produksi yang dimilikinya. Gambaran GDP disandingkan dengan Indeks Pembangunan Manusia (IPM) atau HDI suatu negara yang direpresentasikan oleh tiga indeks komposit, yaitu life expectancy at birth, knowledge and Education, Standar of Living.
